Order of Kutuzov
Established: first two grades on 29.07.1942 by Decree of the Presidium of the USSR Supreme Soviet, on 08.02.1943 the order was complete with third grade.
Awarded to: 1st grade to group and army commanders and their staffs for exceptional service in directing combat operations. 2nd grade to corps, division, and brigade commanders and their chiefs of staff for successful operations inflicting heavy losses on an enemy while retaining the battle worthiness of their own troops. 3rd grade regimental, battalion, and company commanders and to regimental chiefs of staff for initiative displayed in combat operations which inflict severe losses on an enemy as the result of a sudden and daring attack.
